The Future of the Five Eyes

Canada was instrumental in laying the foundations of the Five Eyes intelligence partnership in the late 1940s and it has been a formative arrangement, rarely questioned, for the Canadian intelligence community. Given some of the impacts of the Trump administration on the conduct of the lead power in the Five Eyes, the partnership is under unusual scrutiny. There are calls for Canada to diversify its global intelligence relationships. What trends might imperil the Five Eyes? What might Canada do to achieve greater strategic autonomy? Where might Canada turn for new or expanded intelligence partnerships?
